A self-funded, in-depth, study of the healthcare industry, in general, and the hospital industry, in particular, revealed that the mounting concern, from public, private, and governmental sources was supportable and the characterizations of the healthcare industry as the "weak link in the Homeland Security chain" was, for the most part, credible. The study identified the problem and also created an acceptable solution.

The organization's solution does not supplant current accrediting or other oversight mechanisms. Existing oversight mechanisms are necessary but not sufficient to meet today's Homeland Security's National Response Plan's (NRP) CBRNE readiness  expectations. Traditional accrediting mechanisms are broad in scope and focused on patient centered issues and safety issues narrowly defined by NPSG's. Required Hazard Vulnerable Analyses (HVA) focus on historically significant threats and all-hazard terrorism related threats fail to compete for limited funding. Narrowly based, in-depth, oversight activities such as OSHA, EPA etc. do not have sufficient scope to address comprehensive hospital CBRNE readiness issues.
