Post 9/11, we are in an environment that demands vigilance and action on the part of all sectors of the Nation. The principal authorities that guide the national strategy for homeland security are found in a plethora of statutes, executive orders, and presidential directives (HSPDs) spanning decades. The 2005 National Response Plan (NRP) evolves from these derivative sources. There was a significance change in expectations for the non-federal sector as the Federal Response Plan (FRP) evolved into the NRP. Hospitals, clinics and medical personnel have been designated, by HSPDs as critical infrastructure/key resources and first responders/first receivers.
